The design of the 132 series was derived from the experience with the 130 and 131 series. The DR procured 709 of the optimized locomotives with electric heating equipment from the Voroshilovgrad locomotive factory in the Soviet Union. The maximum speed was set at 120 km/h and the performance of the versatile machine was 3,000 hp.
